Penile implants are used to treat extreme cases of erectile dysfunction, e.g. after prostate surgery. They do NOT increase the size. On the contrary, the “erect” length will be less than that of the penis before the medical issues had arisen.

The two issues are not even remotely related.

Penile lengthening is not done by means of implants but by severing the suspensory ligament and then using a traction device so that the part of the shaft previously within the pelvic cavity is pulled outside. Penile thickening is performed by taking fat, typically from the mons pubis (where reducing the fat increases the perceived length) and injecting it into the shaft.

Neither procedure is reliable and both involve many complications.
